Approvals for Radio Devices by WPC

Communication is wireless!

Wireless Planning and Coordination Wing of Department of Telecommunication, Government of India, issues approvals for radio devices operating in unlicensed frequency bands. Equipment Type Approvals (ETA) are ETA (self-declaration) Certificate; and ETA (other than self-declaration). Certificate Equipment Type Approval (self-declaration) is applicable for wireless equipment which are operating in license exempt bands and exempted from import licensing requirements as per Export and Import (EXIM) Policy of DGFT.

Approval for Import License

Approval for Import License: Once ETA certificate has been granted for an equipment, it still has to obtain an Import License if the equipment is required to be imported in India. This Import License has to be obtained from WPC. We provide services for Import License also.

Frequently Asked Questions

WPC approval stands for Wireless Planning and Coordination approval, issued by the WPC Wing of the Department of Telecommunications (DoT), Government of India. It is a regulatory requirement for radio and wireless equipment that operate on radio frequencies in India.

WPC approval ensures that wireless equipment meets technical standards, does not cause harmful interference to other radio communication services, and operates within authorized frequency bands. It is mandatory under the Indian Telegraph Act, 1885, and the Indian Wireless Telegraphy Act, 1933.

Types of WPC Approvals:

  • Equipment Type Approval (ETA) - Self Declaration: For equipment operating in license-exempt frequency bands, manufacturers can self-declare compliance with technical standards.
  • ETA (Other than Self Declaration): For equipment that requires formal testing and certification by accredited test labs before approval is granted.

Without WPC approval, wireless equipment cannot be legally imported, sold, or used in India. Non-compliance can result in seizure of goods, penalties, and legal action.

Any equipment that transmits or receives radio frequency signals in India requires WPC approval. This includes:

Common Products Requiring WPC Approval:

  • Wi-Fi Routers and Access Points (2.4 GHz, 5 GHz, 6 GHz bands)
  • Bluetooth Devices (headsets, speakers, smartwatches, IoT devices)
  • Mobile Phones and Tablets with wireless connectivity (Wi-Fi, Bluetooth, cellular)
  • Walkie-Talkies and Two-Way Radios
  • Wireless Modems, Dongles, and Hotspots
  • IoT Devices (smart home devices, industrial IoT sensors)
  • GPS and GNSS Receivers
  • RFID Readers and Tags
  • Wireless Security and Surveillance Equipment (wireless CCTV, baby monitors)
  • Drones and UAVs with wireless control systems
  • Wireless Charging Devices (Qi chargers, inductive charging pads)
  • 5G and LTE Devices

Note: Even devices with embedded wireless modules (such as laptops, printers, and automotive electronics with Bluetooth or Wi-Fi) require WPC approval if they operate in India.

Omega QMS can help you determine if your product requires WPC approval and guide you through the entire certification process.

The time required to obtain WPC approval depends on the type of approval and the readiness of documentation and test reports.

Typical Timelines:

  • ETA (Self Declaration): 2-4 weeks — Faster process as it does not require formal testing by Indian labs. However, manufacturers must ensure compliance with technical standards and submit required documentation.
  • ETA (Other than Self Declaration): 6-12 weeks — Requires formal testing by NABL-accredited or WPC-recognized test labs, followed by submission of test reports and documentation to WPC for review and approval.

Factors That Affect Timeline:

  • Completeness of documentation: Missing or incorrect documents can cause delays.
  • Test report availability: If testing is required, the time taken by the lab to complete testing will add to the timeline.
  • WPC workload: Processing times may vary depending on the volume of applications being reviewed.
  • Queries from WPC: If WPC raises queries or requests additional documentation, the timeline may be extended.

Omega QMS streamlines the WPC approval process by ensuring all documentation is complete, liaising with test labs, and maintaining strong relationships with WPC officials to expedite approvals.

The cost of WPC approval varies based on the type of approval, product complexity, and whether testing is required. Key cost components include:

1. Government and Filing Fees:

  • ETA Application Fee: Nominal fee charged by WPC for processing the application (varies by approval type).

2. Testing Fees (if applicable):

  • RF Testing and EMI/EMC Testing: If your product requires testing by an accredited lab, testing fees can range from INR 30,000 to INR 2,00,000+ depending on the complexity of the device, number of frequency bands, and testing parameters.
  • SAR Testing (for mobile devices): Specific Absorption Rate (SAR) testing for devices held close to the body can add additional costs.

3. Consultancy and Documentation Fees:

  • Professional services: Fees for WPC approval consultants who prepare documentation, coordinate with test labs, liaise with WPC officials, and manage the entire approval process.
  • Technical documentation: Costs for preparing technical files, user manuals, and compliance declarations.

4. Import License Fees (if applicable):

  • If your equipment requires an Import License after obtaining ETA, there are additional fees for import license applications.

Omega QMS provides transparent, upfront cost estimates tailored to your specific product and approval requirements. We work to minimize costs while ensuring full compliance and fast approvals.

Yes, foreign manufacturers can obtain WPC approval, but they must do so through an Indian entity (either an Indian subsidiary, an authorized importer, or a local representative).

How Foreign Manufacturers Can Get WPC Approval:

  • Appoint an Indian Authorized Representative (AR): The foreign manufacturer can authorize an Indian company to apply for WPC approval on their behalf.
  • Work with an Indian Importer: The Indian importer can apply for WPC approval for the equipment they intend to import.
  • Establish an Indian Subsidiary: The foreign manufacturer can set up a legal entity in India to directly apply for WPC approvals.
  • Engage a WPC Consultancy: Many foreign manufacturers engage specialized WPC approval consultants in India to handle the entire process, including documentation, testing, and liaison with WPC officials.

Key Requirements for Foreign Manufacturers:

  • Authorization Letter: A formal authorization from the foreign manufacturer to the Indian representative or consultant.
  • Technical Documentation: All technical files, test reports, and compliance declarations must meet Indian standards.
  • Testing in India (if required): Some products may need to be tested at Indian NABL-accredited labs.

Omega QMS specializes in helping foreign manufacturers obtain WPC approvals smoothly and efficiently. We act as your authorized representative in India, manage all documentation, coordinate with test labs, and liaise with WPC officials to ensure fast and hassle-free approvals.
