The BIS Registration Information System is one of the largest certification schemes in the world. It covers more than 26,500 licenses across over 900 product categories. Manufacturers use the ISI mark to show that their products meet Indian safety and quality standards.
Additionally, the BIS Registration Product Scheme includes the Foreign Manufacturers Certification Scheme, which allows overseas manufacturers to obtain permission to use the BIS Standard Mark for products sold in India.
The BIS certification process generally includes the following steps:
First, the applicant submits the application.
Next, the product undergoes testing in BIS-approved laboratories in India.
After that, BIS evaluates the certification requirements.
Finally, BIS grants marking permission.
In some cases, BIS may require a factory inspection depending on the certification type and product category. During the inspection, auditors may collect product samples for testing. As a result, the overall certification timeline may extend by a few months.
The following measures ought to be taken in the licensing process:
Application will be submitted.
The BIS officer then goes on a provisional inspection.
The samples should be checked during the inspection.
The final result will be derived after all the evaluation has been completed.
Who can apply for BIS registration?
Manufacturers located in India or outside India can apply for BIS registration under the applicable scheme.
Each manufacturing location requires a separate BIS registration number.
Additionally, BIS issues a separate registration for each brand manufactured at the same location.

Grant of license
The Competent Authority verifies all documents submitted by the applicant. Once verification is complete, BIS asks the applicant to deposit the advance minimum marking fee and the annual BIS license fee within seven days. After payment, BIS issues the approval letter for the grant of license.
As a result, the BIS certification process is usually completed within 30 days of application submission. The BIS license remains valid for one year initially. After that, manufacturers can renew the license for one or two years according to BIS guidelines.
Procedure in Foreign Manufacturers Certification Scheme
The foreign manufacturer has to set up a branch office in India with the required permissions, or the foreign manufacturer can nominate an agent in India.
To begin with, the foreign manufacturer submits the application form to BIS along with the required documents and fees.
After that, BIS conducts a preliminary inspection at the manufacturing and testing units. If all requirements are met, BIS grants the certification.
If BIS is satisfied with all requirements, it grants the BIS certificate. The applicant must then pay the annual minimum marking fee and license fee. The BIS certification remains valid for one year.
Various Types of Schemes Under BIS Certification
In India, the BIS qualification is issued for products under different scheme types, which include the following:
Normal Procedure for Domestic Manufacturers
The applicant applies for BIS certification with the necessary documentation and charges. A formal factory evaluation is carried out by a BIS officer after the application has been submitted. Samples are first checked in the warehouse and then drawn for internal research as well. Certification is granted where the sample is appropriate. Under this method, BIS Certification is expected within 4 months of application submission.
Simplified Domestic Manufacturing Procedure
The applicant submits a test report of the product from a BIS-certified laboratory along with a BIS Certification form. If the test report is satisfactory, a BIS officer conducts a verification of the factory premises. Certification is granted where the verification is satisfactory. Under this process, a license is issued within 30 days of submission of the application.
ECO Mark Scheme
The eco-friendly BIS product license is granted under a separate scheme from the normal BIS certification process. Eco-friendly goods must meet additional criteria laid down in Indian norms to apply for the ECO label. The authorizing process is close to that of the system for domestic manufacturers.
Tatkal Scheme
Manufacturers needing a standard BIS label as provided by government notification may obtain a BIS license under the tatkal scheme. Under this program, the request is handled under tight deadlines, and the cumulative processing period is set at 30 days.
Foreign Manufacturers Certification Scheme
In the year 2000, the Bureau of Indian Standards (BIS) introduced and continued the Foreign Manufacturers Certification Scheme (FMCS). Overseas applicants / foreign manufacturers are granted a license to use the ISI mark within a period of 6 months under this separately designed scheme.
Validity for BIS Registration
The BIS License is valid for two years and must be extended unless the substance and the norm are modified. Renewal of the certificate is performed for a fixed duration of one year, up to a limit of five years. The extension relies on the yearly licensing charge, so the required labeling amount is not skipped. If the renewal request is filed after the license has expired, the applicant must incur a five thousand rupee late charge.
