Issued under the BIS Act, 2016, the Quality Control Order (QCO) mandates that:

All polyester staple fibres (PSF)must comply with IS 17263:2022 – Textile: Polyester Staple Fibres – Specification.
The products must bear the Standard Mark (ISI Mark)issued under a valid BIS license (Scheme I of Schedule II).
The order came into effect on April 3, 2023.
The QCO does not apply to PSF intended exclusively for export.
