BIS CERTIFICATION OF POLYVINYL CHLORIDE (PVC) HOMOPOLYMERS AS PER IS 17658:2021

INTRODUCTION

Polyvinyl Chloride (PVC), a versatile polymer, has entrenched itself in numerous facets of modern life, from construction materials to medical devices. As its applications diversify, ensuring adherence to stringent quality standards becomes paramount. The recent issuance of Quality Control Order underscores the significance of standardizing PVC production and usage. In this blog, we delve into the intricacies of PVC standards, the BIS Certification process, and the pivotal role played by Omega QMS Pvt. Ltd. in ensuring compliance and quality assurance.

UNDERSTANDING IS 17658:2021

IS 17658:2021 prescribes requirements, methods of sampling and tests for Polyvinyl Chloride Suspension Resin (PVC-SR) and Polyvinyl Chloride Paste/Emulsion Resin (PVC-PR), also referred as Polyvinyl Chloride dispersion resin.  PVC-SR and PVC-PR are supplied in original powder form intended for subsequent mixing and processing in thermoplastic compositions. When mixed with plasticizers, suspension resins yield a dry or moist powder while paste resins yield liquid slurry. Since many resins are polymerized to meet special requirements, a system of classification has been provided that permits a wide choice of grades. Residual Vinyl Chloride Monomer (RVCM) Content RVCM content of PVC-SR and PVC-PR shall not exceed 2 ppm, However, RVCM content of PVC-SR shall not exceed 5 ppm when manufactured by mass/bulk polymerization process. K-value, sieve analysis, apparent density, plasticiser absorption, conductivity, volatile matter are some of the requirements specified in IS 17658:2021

QUALITY CONTROL ORDER FOR PVC (QCO FOR PVC) ISSUED BY THE DEPARTMENT FOR CHEMICALS AND PETROCHEMICALS, MINISTRY OF CHEMICALS AND FERTILIZERS, GOVT. OF INDIA ON 26 FEBRUARY 2024 FOR MANDATORY BIS CERTIFICATION OF PVC HOMOPOLYMERS AS PER IS 17658

The DPIIT, Ministry of Commerce & Industry, Govt. of India, has issued a QCO for PVC , making BIS Certification for PVC as per IS 17658 mandatory, whether manufactured in India or imported from foreign countries, shall mandatorily carry the Standard Mark of the Bureau of Indian Standards under a valid BIS licence.  In short, it has become obligatory for all the manufacturers of  PVC Homopolymers, whether in India or overseas, to immediately apply for BIS licence and obtain a valid BIS certification licence as per IS 17658:2021 for PVC Homopolymers before that the last date of implementation of the order, i.e., 25 August 2024.

BIS CERTIFICATION SCHEME

The BIS Standards, IS 17658:2021, establishes a comprehensive framework encompassing various quality parameters that PVC must adhere to. The BIS Certification Scheme  for IS 17658 :2021 is a vital framework established by the Indian government to ensure the quality, safety, and reliability of products available in the market. This scheme aims to safeguard consumer interests by setting stringent benchmarks and guidelines that products must meet before they can be deemed compliant. BIS certification covers a wide range of industries and products, encompassing the entire gamut of industrial and manufacturing activity.  Various steps involved in the BIS Certification process are enumerated below:

  • Standard Identification: Manufacturers identify the relevant BIS standard that applies to their chosen product category. These standards outline the specific quality, safety, and performance requirements that the product must meet.
  • Application Submission: Manufacturers submit an application for BIS certification to the Bureau of Indian Standards (BIS), providing details about the product, its specifications, and the desired certification mark.
  • Factory Inspection: BIS conducts an inspection of the manufacturer’s production facility to assess the quality control processes, infrastructure, and adherence to relevant standards.
  • Sample Testing: BIS collects samples of the product from the manufacturer for testing in authorized BIS laboratories or recognized testing centers. These tests evaluate various parameters specified by the BIS standard.
  • Certification Decision: Based on the satisfactory test results and compliance with standards, BIS decides whether to grant certification to the product. If approved, the manufacturer is issued a BIS certification license.
  • Regular Monitoring: BIS monitors the manufacturing process of certified products through periodic audits and market surveillance to ensure ongoing compliance with quality control processes and standards.
