India Eases QCO Compliance Rules for Stainless Steel Imports
The Ministry of Steel has granted a temporary exemption from Quality Control Order (QCO) compliance for a wide range of stainless steel flat products — both semi-finished and final. The move comes in response to representations from MSMEs and is valid for shipments with a Bill of Lading date on or before 26 October 2026.
What Is a QCO?
A Quality Control Order (QCO) is a government directive that makes it mandatory for certain products — whether imported or domestically produced — to comply with specified Indian Standards (IS). For steel, this means every product entering the Indian market must meet defined quality and safety benchmarks set by the Bureau of Indian Standards (BIS).
While QCOs help eliminate substandard imports, they can create compliance challenges for MSMEs that source speciality steel grades from overseas.
Why Was This Exemption Granted?
The Ministry received multiple representations from MSMEs highlighting the difficulty of meeting QCO requirements within existing timelines. After examining all aspects of the issue, the government decided to grant a temporary exemption to ease the supply chain burden on small businesses.
Key condition: The exemption applies only to imports with a Bill of Lading having a shipped-on-board date on or before 26 October 2026.
Which Indian Standards Are Covered?
- IS 6911 — Stainless Steel Plate, Sheet and Strip
- IS 5522 — Stainless Steel Sheets and Strips for Utensils
- IS 15997 — Low Nickel Austenitic Stainless Steel Plate, Sheet and Strip for Utensils and Kitchen Appliances
- IS 14650 — Intermediate product of stainless steel flat products only (semi-finished)
How Many Grades Are Included?
The Annexure to the order lists 140 stainless steel grades mapped under IS 14650:2023. These span all major families of stainless steel:

What Does This Mean for Businesses?
For importers: Shipments of the eligible grades will not require BIS/QCO certification if the Bill of Lading date is on or before 26 October 2026. This reduces paperwork and compliance costs for in-transit or recently ordered stock.
For downstream manufacturers: MSME units making kitchenware, utensils, industrial components, or food-processing equipment can source the required grades from international markets without compliance barriers during this window.
For the domestic industry: Domestic producers continue to operate under full QCO rules. The exemption is a transitional measure, not a long-term policy shift.
