CRS SCHEME AT A GLANCE

Compulsory Registration Scheme (CRS) is operated under Bureau of Indian Standard (Conformity Assessment) Regulation, 2018 (Scheme II of Schedule II), as per the BIS Act 2016. The Scheme aims to provide momentum to the rapidly expanding sectors of Electronics & IT, while simultaneously protecting Indian consumers from spurious and substandard products. It has upgraded the competitiveness of manufacturers and given Indian Consumers the right to enjoy world class quality-compliant goods. This strategy adopted by the Government of India has helped in preventing the dumping of non-compliant goods and bridged the gap between People, Technology and Safety.

The Compulsory Registration Scheme (CRS) of the Bureau of Indian Standards (BIS) is a comprehensive regulatory framework aimed at ensuring the quality and safety of various products sold in India. Initiated by the Ministry of Electronics & Information Technology (MeitY) in 2012, the CRS has undergone several expansions, with additional product categories being included over time. Notably, MeitY’s notifications in 2014, 2016, 2017, and 2020 have significantly broadened the scope of the CRS, encompassing a wide range of electronics and information technology goods.

Subsequently, other ministries such as the Ministry of New and Renewable Energy (MNRE), Ministry of Chemicals and Fertilizers, and Ministry of Textiles have also contributed to the CRS by notifying specific products under their purview. These notifications mandate that manufacturers, importers, and sellers obtain BIS certification for their products, indicating compliance with Indian standards.

Under the CRS, strict enforcement measures are in place to prevent the sale or distribution of non-compliant goods. Products failing to meet the specified standards or lacking the Standard Mark with a unique registration number obtained from BIS are prohibited from being manufactured, stored for sale, imported, sold, or distributed.

The CRS operates under a conformity assessment scheme outlined in the BIS (Conformity Assessment) Regulations, 2018. Through this scheme, manufacturers and importers undergo testing and evaluation by BIS-approved laboratories to ensure conformity with quality and safety criteria. Successful assessment results in the issuance of a license to use the Standard Mark, signifying compliance with Indian standards.

WHO CAN APPLY FOR CRS

  • Manufacturer (factory owner) of any product, which comes under the ambit of the Compulsory Registration Order (CRO) notified by Ministry of Electronics and Information Technology(MeitY) or Ministry of New and Renewable Energy (MNRE) ) or Ministry of Chemicals and Fertilizers or Ministry of Textiles.
  • Manufacturers located in India or outside India can apply for grant of Registration under CRS
  • Manufacturers have to apply for separate Registration number for products being manufactured at different locations.
  • Manufacturers have to apply for separate Registration number for each brand being manufactured at the same location.
