BIS Certification for Electric Coffee Mills under QCO 2026

Electric coffee mills — used for grinding coffee beans to the desired coarseness for brewing — are covered under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 — commonly referred to as QCO 2026. BIS certification is mandatory for electric coffee mills before they can be sold or imported in India.

Covered Products

Electric Coffee Mills (up to 500g hopper capacity)
Electric Coffee Makers (related category)

Applicable Indian Standard

IS 302 (Part 1): 2024 — Household and Similar Electrical Appliances — Safety: Part 1 General Requirements (technically equivalent to IEC 60335-1: 2020).

Key Requirements Under Scheme-I

BIS licence under Scheme-I mandatory before any sale or import
Product testing at a BIS-recognised laboratory against IS 302 (Part 1): 2024
Factory inspection and audit by BIS
ISI marking required on every certified unit
Ongoing surveillance audits to maintain licence validity

Hopper Capacity Scope

The QCO 2026 covers electric coffee mills with a hopper capacity up to 500g. Coffee mills exceeding this capacity may fall outside the scope of this QCO. Importers of larger-capacity commercial coffee grinders should seek an applicability assessment to determine the correct regulatory framework for their specific product. For mills within the 500g scope, BIS certification is straightforward and the timeline from application to licence grant is typically 3 to 5 months.

Why This Category Matters

India’s premium coffee segment is growing rapidly, with increasing demand for specialty coffee grinders from home baristas and cafes. Importers of bean-to-cup machines with integrated grinders must also verify that the grinder component is covered within the scope of their BIS licence for the combined product. Non-compliance after October 2026 results in penalties under the BIS Act, 2016.

Key Exemptions

Exemption 01

Export manufacturing

Goods manufactured domestically solely for export are exempt.

Exemption 02

R&D imports

Up to 200 units per year may be imported for R&D without BIS certification, provided they are not sold commercially. Year-wise records must be maintained.

Exemption 03

Existing stock

Declared stock held by a BIS-certified manufacturer (or one who has applied) may be sold for up to six months from the implementation date, subject to a declaration to BIS.

Conclusion

Electric coffee mills up to 500g hopper capacity are clearly listed under QCO 2026. Importers and manufacturers must verify the hopper capacity scope and ensure BIS certification is in place before the October 2026 deadline.
