 Regulatory Momentum: India’s Push for Safer Mobility

The Indian automotive sector continues to undergo regulatory transformation aimed at enhancing road safety and product reliability. One of the key mandates is the Automobile Wheel Rim Component (Quality Control) Order, 2020, issued under the Bureau of Indian Standards (BIS) Act, 2016 by the Ministry of Heavy Industries.

This QCO enforces mandatory BIS certification for all specified wheel rims intended for sale or import into India, effective 22nd December 2023.

Products Covered & IS Numbers

The QCO applies to wheel rim components for all major vehicle categories. These components must conform to the following Indian Standards (IS):

Exemptions as per Amendment Order-II (Dec 2023)

The QCO does not apply to:

  1. Wheel rims for export
  2. Low-volume base models(<250 units/year under Rule 126A of CMVR)
  3. Repair/after-sales imports:
    • Up to 5,000 units (4W), 24,000 units (2W) per year
  4. R&D imports:
    • Up to 10,000 units for both 4W and 2W
  5. Manufacturing imports:
    • 50,000 units (4W), 70,000 units (2W) per year
      (Not exceeding 25,000 units of one rim type for 2Ws)
