2.1 Understanding BIS Certification Scheme X :  BIS Certification Scheme X, governed by the BIS Act 2016 and Regulations 2018, outlines guidelines for manufacturers to ensure product compliance with specified requirements. This certification is essential for gaining market access, instilling consumer trust, and meeting regulatory standards.

2.2 Scope and Applicability:

The applicants will be required to choose the Indian Standard (IS) for which the application is being submitted as per column 3 of the following table

 

Whereas no change is applicable for 5 out of 8 ISs notified under Electrical Equipment Quality Control Amendment Order, the alternate IS to be selected for remaining 3 ISs is shown in Bold in column 3 of above table.

3.2 Technical File Requirements : Manufacturers are required to submit a comprehensive technical file containing details such as product description, specified requirements, manufacturing details, quality assurance measures, and compliance reports. 4. APPLICATION PROCESS

4.1 Submission of Application (Form-I): Manufacturers initiate the certification process by submitting an application in Form-I, along with relevant documents as specified in Scheme-X of BIS (Conformity Assessment) Regulations 2018. The application includes essential details about the product and the manufacturing process.

5 INSPECTION VISIT AND EVALUATION

5.1 Inspection Visit : Upon application submission, a visit is conducted to the manufacturer’s facility for evaluating the technical file. This includes an assessment of manufacturing infrastructure, production processes, and quality assurance measures.

5.2 Product Compliance Report Verification : Verification of the product compliance report is a crucial aspect of the inspection visit. This may involve witness testing of certain requirements, ensuring that the product meets specified standards.

6 FEE STRUCTURE

6.1 To facilitate the certification process, manufacturers must adhere to the following fee structure:

Application fee for grant of licence: ₹2,000

Application fee for grant of certificate of conformity: ₹2,000

Certification fee for grant of licence or renewal of licence: ₹25,000 per year

Certification fee for grant of certificate of conformity: ₹10,000

Fee for review of technical file for grant of licence or certificate of conformity or change in scope of licence: ₹20,000 per technical file

Inspection fees, including surveillance, for any site visit: ₹20,000 per man-day

Note 1: All fees must be paid in advance.

Note 2: Manufacturers situated outside the territory of India shall bear all expenses, including the cost to the Bureau of the days spent by its certification officer(s) during inspection, audit, or evaluation at the manufacturing facility, testing laboratory, or any other premises (from the time of departure from the place of posting till return thereto) and testing fee as decided by the Bureau.

7. GRANT OF LICENCE

The BIS aims to complete the license processing within a specified timeframe, typically 60 days from the date of application receipt. For first-time product certification cases, an expedited process ensures license issuance within 90 days.

8 SURVEILLANCE

BIS retains the right to conduct surveillance at any time during the license period to verify ongoing compliance with specified requirements.
