BIS Certification of Silica Asbestos Cement Flat Sheets, Cable Conduits, Throughs and Pressure Pipes as per IS 13000, 8870 AND IS 9627

BIS Certification of Silica Asbestos Cement Flat Sheets, Cable Conduits, Throughs and Pressure Pipes as per IS 13000, 8870 AND IS 9627

In the realm of construction materials, asbestos-cement products have held a significant position owing to their durability, heat resistance, and affordability. However, the usage of asbestos in construction has been a topic of concern due to its associated health risks. To ensure the safety and quality of asbestos-cement products, the Bureau of Indian Standards (BIS) has laid down stringent guidelines, including certifications such as IS 13000:1990, IS 8870:1978, and IS 9627:1980, governing various aspects of these products. Let’s delve into the importance of BIS certification for asbestos-cement products and how Omega QMS Pvt. Ltd facilitates the certification process.

INDIAN STANDARDS

IS 13000:1990 SILICA-ASBESTOS-CEMENT FLAT SHEETS:

This standard covers the requirements for materials, classification, dimensions and tests for silica-asbestos-cement flat sheets. The materials used in the manufacture of silica-asbestos-cement flat sheets shall consist essentially of 33 grade ordinary Portland cement  or Portland pozzolona cement or blast furnace slag cement and silica in chemical combination {calcium silicate reaction ) reinforced  by asbestos fibre to which other fibres may be added. Pozzolanic materials, filler and pigments which are compatible with asbestos cement may be added. The sheets may be left in their natural colour or colouring matter may be added in the composition. They may also receive adherent coloured or uncoloured coatings on their surfaces. Pigments which are embodied in the asbestos cement for colouring purposes shall be of permanent colour and shall conform to the relevant Indian Standards Silica-asbestos-cement flat sheets shall be classified as Class I and II according to bending stress and density. Thickness, Straightness of Edges, Square ness of Edges, Bending stress, Density are some of the parameters which sheets shall conform to.

IS 8870:1978 ASBESTOS CEMENT CABLE CONDUITS AND TROUGHS

This standard covers asbestos cement cable conduits of 50 to 150 mm diameter together with plastic couplings, asbestos cement conical couplings and asbestos cement collars with rubber rings. These arc intended to accommodate all types of plastic covered and/ or sheathed paper insulated telecommunication and power cables. This standard also covers asbestos cement cable troughs of 100 x 100 mm to 300 x 300 mm size together with bends and union clips for use at ground level and above ground level for carrying cables. Asbestos cement cable conduit and troughs , together with collars and couplings, shall be made from a close and homogeneous mixture of ordinary Portland cement, asbestos fibre and  water. Couplings and union clips may be made from plastics material. Tests: Conduits – Conduits shall be tested for straightness, regularity of thickness and diameter, flexural strength, crushing strength, water absorption, impact resistance and flattening resistance. Troughs -Troughs shall be tested for straightness, regularity of thickness, flexural strength and water absorption.

IS 9627:1980 FOR ASBESTOS CEMENT PRESSURE PIPES (LIGHT DUTY)

This standard covers the requirements for manufacture, classification, dimensions, tests and acceptance criteria for asbestos cement pressure pipes ( light duty ) of class 5 and class 10.  Asbestos cement pressure pipes shall be made from a thorough and homogeneous mixture of ordinary Portland cement, rapid hardening Portland cement , Portland slag cement or Portland pozzolnna cement conforming to and asbestos fibre. The pipes shall be classified with respect to the hydraulic test pressure.

QUALITY CONTROL ORDER (TECHNICAL REGULATION) ISSUED BY THE DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE, MINISTRY OF COMMERCE AND INDUSTRY, GOVT. OF INDIA ON 06 MARCH 2024 FOR MANDATORY BIS CERTIFICATION

The DPIIT, Ministry of Commerce & Industry, Govt. of India, has issued an order, making it mandatory for all asbestos based pipes and sheets as mentioned above  to be used in India, whether manufactured in India or imported from foreign countries, shall mandatorily carry the Standard Mark (ISI Mark) of the Bureau of Indian Standards under a valid BIS licence.  In short, it has become obligatory for all the manufacturers of asbestos based pipes and sheets, whether in India or overseas, to immediately apply for BIS licence and obtain a valid BIS certification licence before that the last date of implementation of the order, i.e., 05 September 2024.

BIS CERTIFICATION SCHEME

The BIS Standards mentioned above establish a comprehensive framework encompassing various quality parameters that asbestos pipes and sheets must adhere to. The Bureau of Indian Standards Certification Scheme is a vital framework established by the Indian government to ensure the quality, safety, and reliability of products available in the market. This scheme aims to safeguard consumer interests by setting stringent benchmarks and guidelines that products must meet before they can be deemed compliant. BIS certification covers a wide range of industries and products, encompassing the entire gamut of industrial and manufacturing activity.  Various steps involved in the BIS Certification process are enumerated below:

  • Standard Identification: Manufacturers identify the relevant BIS standard that applies to their chosen product category. These standards outline the specific quality, safety, and performance requirements that the product must meet.
  • Application Submission: Manufacturers submit an application for BIS certification to the Bureau of Indian Standards (BIS), providing details about the product, its specifications, and the desired certification mark.
  • Factory Inspection: BIS conducts an inspection of the manufacturer’s production facility to assess the quality control processes, infrastructure, and adherence to relevant standards.
  • Sample Testing: BIS collects samples of the product from the manufacturer for testing in authorized BIS laboratories or recognized testing centers. These tests evaluate various parameters specified by the BIS standard.
  • Certification Decision: Based on the satisfactory test results and compliance with standards, BIS decides whether to grant certification to the product. If approved, the manufacturer is issued a BIS certification license.
  • Regular Monitoring: BIS monitors the manufacturing process of certified products through periodic audits and market surveillance to ensure ongoing compliance with quality control processes and standards.
