TEC CERTIFICATION OF WI-FI ACCESS POINT
INTRODUCTION
The Department of Telecommunications, Ministry of Communications, has mandated the “Indian Telegraph (Amendment) Rules” in the Gazette of India vide G.S.R. 1131(E) PART XI on 5th September 2017, which prescribes for Mandatory Testing and Certification of Telecommunication Equipment (MTCTE). Any electronic or Telecommunication equipment that is used or capable of being implemented/deployed/used by any Telecommunication/telegraph establishment shall have to undergo Mandatory Testing and Certification of Telecommunication Equipment (MTCTE) as per the respective Essential Requirements (ERs) published by the telegraph authority from time to time.
In today’s digital age, the demand for reliable and secure wireless connectivity is ever-growing. With the proliferation of Wi-Fi-enabled devices, ensuring the quality and compliance of Wi-Fi access points becomes crucial. In India, the Telecommunication Engineering Centre (TEC) plays a vital role in certifying telecommunication equipment, including Wi-Fi access points, to ensure their adherence to national standards and regulations
WHAT IS TEC ?
The Telecommunication Engineering Centre (TEC) is a nodal agency of the Department of Telecommunications (DoT), Government of India. It was established to standardize and regulate the use of telecommunication equipment in India. TEC is responsible for formulating and updating various technical requirements and specifications for telecommunications equipment, including Wi-Fi access points and its major functions are
1. Standardization and Specification Development:
TEC is responsible for formulating and updating technical specifications, standards, and guidelines related to telecommunications equipment and networks. It develops specifications for various telecommunication services, equipment, and technologies to ensure interoperability, efficiency, and quality across the sector.
2. Equipment Certification:
TEC administers the certification process for telecommunications equipment, including mobile devices, wireless equipment, routers, switches, and more. It ensures that certified equipment meets specified technical requirements, safety standards, and regulatory compliance, fostering consumer confidence and market access.
TEC CERTIFICATION
TEC certification is a mandatory requirement for telecommunications equipment, including Wi-Fi access points, to be sold and used in India. This certification ensures that the equipment meets the technical standards and specifications set by TEC. It also validates that the equipment is safe, reliable, and interoperable with other telecommunication networks in India.
Simplified Certification Scheme (SCS) – This scheme is for simple products. List is shown in the MTCTE procedure document. Under this scheme, applicant has to submit a test-wise compliance sheet. No need to submit test reports and other documents however the product must be tested and full evidence of compliance with the ERs. TEC may request these documents for any audit purposes.
General Certification Scheme (GCS) – This scheme is for complex products and the list of product types are shown in the MTCTE procedure document. Under this scheme, applicant has to submit all the test reports and documents to TEC.

Comment (1)
The Indian government’s Department of Telecommunications (DoT) relies on the Telecommunication Engineering Center (TEC) to assist in creating and implementing various guidelines and regulations that ensure the safe and responsible use of new technologies in the telecommunications industry.
Initially voluntary in 1991, TEC certification became mandatory in 2019 under the law No. 10-1/2017-IT/TEC/ER. The Mandatory Testing Certification of Telecommunication Equipment (MTCTE) law has been introduced gradually since then. In India, the TEC serves as the authority for certifying telecommunication equipment, following the rigorous standards set by the MTCTE program.
