EPR Registration & Compliance
Complete Extended Producer Responsibility (EPR) registration and annual compliance under India’s E-Waste, Plastic Waste, Battery Waste, and Tyre Waste Management Rules — managed end-to-end by Omega QMS.
What is EPR?
A Mandatory Obligation for Producers, Importers & Brand Owners
Extended Producer Responsibility (EPR) is a policy approach under which producers, importers, and brand owners are legally responsible for the end-of-life management of the products they place on the Indian market. Under rules notified by the Ministry of Environment, Forest and Climate Change (MoEFCC), entities covered by EPR must register on the Central Pollution Control Board (CPCB) portal, set annual collection targets, and demonstrate compliance through the purchase and submission of EPR certificates from registered recyclers or processors. Non-compliance attracts environmental compensation and may result in import or sales restrictions.
EPR Streams We Cover
Four Waste Categories, One Window
- E-Waste Management Rules, 2022 (Electrical & Electronic Equipment)
- Plastic Waste Management Rules (Single-Use Plastic & Packaging)
- Battery Waste Management Rules, 2022 (Portable, Industrial & Automotive)
- Tyre Waste Management Rules, 2022
- EPR Certificate Procurement from CPCB-registered recyclers
- Annual Return Filing & CPCB Portal Management
The Compliance Journey
From Registration to Annual Returns
- Applicability assessment — determine which EPR categories apply based on products placed on the market
- CPCB portal registration as Producer, Importer, or Brand Owner (PIBO) under the relevant rules
- Calculation of EPR targets based on quantities placed on market in the base year; target-setting with CPCB
- Procurement of EPR certificates from CPCB-registered recyclers / processors to meet annual targets
- Uploading certificates on the CPCB portal and filing the Annual Return before the due date
- Annual compliance cycle managed; targets updated as sales volumes change
Key Challenges
Why EPR Compliance Is Harder Than It Looks
Challenge 01 – Multiple Overlapping Rules
A single product (e.g., a laptop with a battery in plastic packaging) may be subject to E-Waste Rules, Battery Rules, and Plastic Waste Rules simultaneously — each with separate registration and targets.
Challenge 02 – CPCB Portal Complexity
The CPCB EPR portal has separate modules for each waste stream, each with different data entry requirements, document uploads, and filing timelines that change frequently.
Challenge 03 – EPR Certificate Procurement
Sourcing genuine EPR certificates from CPCB-registered recyclers at fair market prices, while ensuring the quantities match targets, requires an established network and verification process.
Challenge 04 – Evolving Regulations
EPR rules in India are updated frequently. Target calculation methodologies, applicability thresholds, and penalty structures have changed multiple times since 2022, requiring active monitoring.
