ABOUT BIS

BIS stands for Bureau of Indian Standards (BIS), and it is a meant for providing third party guarantee of quality, safety and reliability of products to the customer.

Under the product certification scheme – I of Schedule – II, BIS grants licence to use the standard mark or grants certificate of conformity are addressed in Regulation 4 & 5 and as per schemes given in BIS (Conformity Assessment) Regulations, 2018 . The Product Certification Schemes of BIS aims at providing Third Party Assurance of quality, Safety and reliability of Products to the Customer.

Quality Control Orders Issued for Polyester Partially Oriented Yarn (POY)

The following quality control orders are issued by ministry of Chemicals and fertilizers (Department of Chemicals and petrochemicals ) in excise of the powered conferred by section 16. Section 17and section25 of the Bureau of Indian Standards Act 2016 ( hereafter referred to as the the said Act), the Central Government, being the opinion that it is necessary or expedient so to do in the public interest after consultation with Bureau of Indian Standards, hereby makes the following orders for Polyester Partially Oriented Yarn (POY) by Ministry of Chemical and Fertilizers.

BRIEF PROCESS FOR BIS CERTIFICATION (ISI) FOR UNDER FMCS

 

  • The application under FMCS shall be made in the Form – V as specified in BIS conformity assessment  regulations 2018- Scheme I ( process of submitting application on line to the bureau is available on its website). The applicant shall be required to  submit the relevant documents as per Form –V.
  • Availability of complete manufacturing infrastructure, production process, quality control and testing capabilities of  a manufacture  and competent quality control personnel are pre requisite for grant of licence.
  • Optional visit of our technical person to the factory to appraise them about BIS procedure and to complete all the formalities with regards to submission of application for BIS, the duration of the visit shall be about 3 days.
  • Preparation of application and relevant documents by client on site, in consultation with our Technical Person.
  • The application shall be submitted to BIS immediately after return of our technical person to India. Applicant has to pay an application fee along with application form.
  • BIS shall scrutinize the application and communicate if any discrepancy is observed in the application, most likely within 2-3 If discrepancy is observed we shall submit the reply immediately and thereafter client is required to pay the visit charges to BIS.
  • After payment of the fees to BIS, application shall be queued along with other applications to be forwarded to the committee for Nomination of Inspecting Officer for carrying out the visit. The meeting of the committee takes place once in 30 -45
  • After the meeting, we shall be informed about the details of officer visiting factory.
  • Thereafter we shall coordinate with the officer to finalize the date of visit and also initiate the visa and travel formalities.
  • The visit to the factory will be carried out generally for 2 man days and sometime its depends on the product too on the mutually agreeable date.
  • During the visit the officer shall verify the plant & machinery of the factory with the documents submitted to BIS, verify the manufacturing process and the testing facilities and also ascertain the competence of the quality control personnel. He shall also ask for verification / testing of one or two lot of samples for compliance with the relevant Indian standards. Please be noted that applicant have to prepare / offer lot of samples as per grouping guidelines (if applicable)for the variety of material for which client requires BIS licence.
  • The officer shall then seal small quantity of samples from the offered lot for chemical testing & mechanical testing to BIS or BIS Recognized   labs, as The samples have to be sent by  the Applicant  to the  BIS lab for testing, by courier.
  • Applicant/Client is required to pay testing charges to the lab in advance and lab will issue the test reports after testing. Omega will follow up with the lab for early testing of the
  • On receipt  of satisfactory  test reports from the lab  as per relevant Indian Standard  then, BIS shall grant the licence within 2 – 3 weeks (usually 30-45 days are taken  by the lab to test and send the test report to BIS).
  • Grant of licence by FMCD BIS is subject to payment of all requisite fees and testing After which BIS shall generate licence number for use of ISI mark on Material.
  • BIS licence, so granted will be valid for one year. Submission of Performance Bank Guarantee by the Applicant/ client to BIS within 15 days of grant of licence.
