What Is Calcined Gypsum Powder?

Calcined Gypsum Powder is a gypsum-based material produced by processing gypsum and removing part of its water content through calcination. It is commonly known as Plaster of Paris, Gypsum Stucco or Stucco Powder.

The material has applications across construction and finishing activities, including plastering, moulding and other gypsum-based applications.

What Is a Sunset Review?

A sunset review examines whether an existing anti-dumping measure should continue after its prescribed period, based on the applicable trade-remedy framework.

The review does not itself establish that the existing duty will continue. DGTR will examine the relevant evidence and determine the appropriate outcome in accordance with the applicable rules.

Accordingly, importers, exporters, producers and other stakeholders should treat the present proceeding as an ongoing trade-remedy investigation rather than as a confirmed extension of the existing duty.

What Has DGTR Required from Interested Parties?

The 23 July notice sets out specific procedural requirements for stakeholders participating in the review.

1. Circulation of Non-Confidential Submissions

Interested parties are advised to send the non-confidential versions of their submissions to the other registered interested parties, while also marking copies to the designated DGTR officials.

The notice specifically states that future non-confidential submissions to the Authority should be marked to the other interested parties.

This makes accurate identification of the registered parties particularly important for exporters, importers, producers and domestic industry participants.

2. Seven-Day Correction Window

DGTR has provided a 7-day period from publication of the notice for stakeholders to notify the Directorate if:

  • An interested party has inadvertently been left out; or
  • An entity has been incorrectly included in the list.

Such communication is to be made to the DGTR officials identified in the notice.

3. Structured Filing Information

The notice also provides a format for identifying submissions, including:

  • Party name
  • Interested-party status
  • Particulars of the document
  • Date of filing

The document categories referred to include comments on the PUC/PCN, exporter questionnaires, importer questionnaires and preliminary submissions.

Why This Update Matters for Importers and Exporters

For businesses involved in Calcined Gypsum Powder trade with Iran, Oman, Saudi Arabia or UAE, the development has practical procedural implications.

Importers

Indian importers should verify whether they are correctly reflected in the interested-party record and monitor further developments in the sunset review.

Any future change in the applicable anti-dumping measure could have implications for the landed cost and sourcing economics of covered imports.

Exporters and Producers

Exporters and producers from the countries covered by the review should ensure that their submissions are properly filed and that non-confidential versions are circulated as required.

They should also monitor the submissions of other interested parties and maintain consistency between questionnaire responses, supporting evidence and subsequent submissions.

Domestic Industry

Domestic producers and registered supporters can use the formalised interested-party record to track the submissions and evidence placed before DGTR by other participants in the proceeding.

What Businesses Should Monitor Next

The publication of the interested-party list does not constitute a final finding on continuation of the anti-dumping duty.

Businesses should therefore monitor subsequent DGTR developments, including:

  • Further submissions and evidence filed by interested parties.
  • Any preliminary or subsequent findings issued by DGTR.
  • Product scope or classification-related developments, where applicable.
  • Evidence concerning dumping, injury and likelihood of continuation or recurrence.
  • The final outcome of the sunset review and any consequential Customs notification.

The current notice is procedural in nature and does not itself determine whether the anti-dumping duty will be continued, modified or allowed to lapse.
