Regulatory Update | S.O. 5950(E), Dated 2 November 2026 | Effective From Gazette Publication
The Department for Promotion of Industry and Internal Trade (DPIIT), Ministry of Commerce and Industry, has amended the Furniture (Quality Control) Order, 2025 to exempt certain imports already in the pipeline. Imported furniture is outside the Order if the purchase order was placed on or before 12 August 2026, the Bill of Lading is issued on or before 30 November 2026, and the Bill of Entry is issued on or before 31 December 2026.
The amendment has been notified through S.O. 5950(E), dated 2 November 2026 (Gazette of India, Extraordinary, No. 5718), and came into force on the date of its publication in the Official Gazette, which is dated 2 November 2026.
WHAT HAS CHANGED?
Provisos Replaced — Seventh and Eighth Provisos Become One
The Furniture (Quality Control) Third Amendment Order, 2026 substitutes a single new proviso in paragraph 2 of the Furniture (Quality Control) Order, 2025 for the existing seventh and eighth provisos. The notification does not reproduce the text of the provisos being replaced.
Import Exemption — Three Date Conditions
Under the new proviso, nothing in the Order applies to import of goods or articles where the purchase order for them was placed on or before 12 August 2026, the Bill of Lading is issued on or before 30 November 2026, and the Bill of Entry is issued on or before 31 December 2026. The three conditions are joined by “and”, so all of them must be met.
Documentation — Copies to BIS Within Seven Days of Clearance
In such cases, the importer must provide the Bureau of Indian Standards with a copy of the purchase order, the Bill of Lading and the Bill of Entry, along with other supporting documents, in its letter head duly signed by its authorised signatory. This must be done within seven days of clearance of the consignment.
Commencement — From Publication in the Official Gazette
The amendment came into force from the date of its publication in the Official Gazette. It is the third amendment to the 2025 Order, following S.O. 774(E) dated 12 February 2026 and S.O. 1125(E) dated 2 March 2026.
| Requirement | Deadline | Document |
|---|---|---|
| Purchase order placed | On or before 12 August 2026 | Purchase order |
| Bill of Lading issued | On or before 30 November 2026 | Bill of Lading |
| Bill of Entry issued | On or before 31 December 2026 | Bill of Entry |
| Filing with BIS | Within seven days of clearance of the consignment | Copies of the three documents plus supporting documents, on the importer’s letter head, signed by its authorised signatory |
WHY THIS MATTERS
The Furniture (Quality Control) Order, 2025 is a quality control order made under section 16 of the Bureau of Indian Standards Act, 2016. It was published vide S.O. 801(E) dated 13 February 2025. This notification does not set out the Order’s technical requirements; it only changes the proviso that carves certain imports out of it.
The new proviso protects shipments committed before a cut-off date, and it creates practical considerations for importers, particularly those facing:
- Purchase orders placed on or before 12 August 2026 whose goods have not yet been shipped, with a Bill of Lading deadline of 30 November 2026, only 28 days after publication
- Consignments where one of the three dates is missed, which puts the shipment outside the proviso
- A document pack for BIS that must be assembled and signed within seven days of clearance
- Purchase orders placed after 12 August 2026, which do not qualify for this proviso
KEY INSIGHT
The relief is all-or-nothing and the clock is short. A shipment must meet the purchase order, Bill of Lading and Bill of Entry dates together, so one missed date removes the exemption even if the other two qualify. The Bill of Lading cut-off of 30 November 2026 falls only 28 days after publication. The notification also does not reproduce the provisos it replaces, so importers should read the new proviso against the consolidated 2025 Order before relying on it.
BUSINESS IMPACT
Importers should check the purchase order, Bill of Lading and Bill of Entry dates for each consignment against the three cut-offs.
Goods not yet shipped under older purchase orders need a Bill of Lading issued by 30 November 2026.
A signed document pack for BIS should be prepared in advance, since the seven-day period runs from clearance.
Imports that do not meet all three conditions do not benefit from this proviso; any other provision of the 2025 Order must be checked separately.
The notification does not define when a Bill of Entry is treated as issued, so importers should confirm the relevant date with their customs advisers.
CONCLUSION
This amendment replaces the seventh and eighth provisos of the Furniture (Quality Control) Order, 2025 with one proviso exempting imports where the purchase order, Bill of Lading and Bill of Entry dates fall on or before 12 August, 30 November and 31 December 2026 respectively. Importers with older orders should test each consignment against all three dates now and prepare the document pack for BIS.
