The Government of India has continued its efforts to strengthen product quality, consumer safety, and regulatory compliance by expanding the scope of the BIS Compulsory Registration Scheme (CRS). Under the CRO Phase V Notification, seven additional electronic products have been brought under mandatory BIS Registration.
This notification requires manufacturers of the notified products to obtain BIS Registration before manufacturing, importing, storing, selling, or distributing these products in the Indian market. The move is part of the Government’s ongoing initiative to ensure that electronic products available in India comply with prescribed Indian Standards and meet essential safety requirements.

What is the BIS Compulsory Registration Scheme (CRS)?
The Compulsory Registration Scheme (CRS) was introduced by the Ministry of Electronics and Information Technology (MeitY) under the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order. The scheme is administered by the Bureau of Indian Standards (BIS).
Under CRS:
- Products notified by the Government must conform to the applicable Indian Standard.
- Testing must be conducted in a BIS-recognized laboratory.
- Manufacturers must obtain BIS Registration before placing the products in the Indian market.
- Registered products are required to bear the Standard Mark along with the BIS Registration Number.
Unlike the ISI Certification Scheme, CRS is a self-declaration-based registration scheme supported by product testing and BIS approval.

Who Needs BIS Registration?
The notification applies to all manufacturers supplying the notified products in India, including:
- Indian manufacturers
- Foreign manufacturers exporting to India
- Importers
- Brand owners
- Original Equipment Manufacturers (OEMs)
- Private label manufacturers
Foreign manufacturers must appoint an Authorized Indian Representative (AIR) if they do not have a liaison office or branch office in India.
BIS Registration Process Under CRS
The registration process generally involves the following steps:
1. Product Classification
Identify whether the product falls under the notified CRS category and determine the applicable Indian Standard.
2. Product Testing
The product must be tested at a BIS-recognized laboratory in accordance with the applicable Indian Standard.
3. Documentation
Prepare and submit the required documents, including:
- Business registration documents
- Manufacturing unit details
- Product specifications
- Test reports
- Trademark documents (if applicable)
- Authorization documents
- Authorized Indian Representative (AIR) documents for foreign manufacturers
4. Online Application
Submit the BIS Registration application through the BIS CRS portal along with the required documents.
5. Grant of Registration
After successful evaluation, BIS grants a Registration Number, allowing the manufacturer to use the Standard Mark on the product.
Latest Regulatory Updates (2026)
Since the introduction of the CRO Phase V Notification, the products covered under the notification continue to require mandatory BIS Registration. However, the regulatory framework has evolved through subsequent BIS notifications and implementation guidelines.

- Migration to IS/IEC 62368-1:2023: BIS has introduced IS/IEC 62368-1:2023 as the latest safety standard for several audio, video, information technology, and communication equipment. Manufacturers should verify whether their products notified under CRO Phase V are now required to comply with this revised standard as per the latest BIS implementation timelines.
- Updated BIS Implementation Guidelines: BIS has issued revised guidelines covering product testing, transition timelines, and implementation requirements for various electronic products. These guidelines also include clarification on the certification of emerging technologies such as Extended Reality (XR) devices and other electronic equipment.
- Changes in CRS Compliance: BIS has updated certain provisions relating to licence validity, renewal procedures, and compliance requirements under the Compulsory Registration Scheme (CRS). Existing licence holders should ensure timely renewal and continued compliance with the latest BIS requirements.
- Transition Facilitation (Quality Control) Order, 2026: The Government of India has introduced the Transition Facilitation (Quality Control) Order, 2026 to provide a structured transition mechanism for selected products covered under various Quality Control Orders (QCOs). While this facilitates implementation for eligible manufacturers, it does not exempt products from mandatory BIS certification wherever applicable.
