BIS Certification for Electric Ice-Cream Machines under QCO 2026

Electric ice-cream machines — including household ice-cream makers, sorbet machines, and models designed for use in refrigerators and freezers — are covered under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 — commonly referred to as QCO 2026. BIS certification is mandatory for all such appliances before they can be sold or imported in India.

Covered Products

Electric Ice-Cream Machines, including those for use in refrigerators and freezers

Applicable Indian Standard

IS 302 (Part 1): 2024 — Household and Similar Electrical Appliances — Safety: Part 1 General Requirements (technically equivalent to IEC 60335-1: 2020).

Key Requirements Under Scheme-I

BIS licence under Scheme-I mandatory before any sale or import
Product testing at a BIS-recognised laboratory against IS 302 (Part 1): 2024
Factory inspection and audit by BIS
ISI marking required on every certified unit
Ongoing surveillance audits to maintain licence validity

Freezer-Use Models

The QCO explicitly notes coverage of ice-cream machines designed for use inside refrigerators and freezers. These products operate in sub-zero environments with the drive unit typically mounted outside the freezer while the churning mechanism operates inside. BIS testing for such products evaluates electrical safety under the intended use conditions — including low-temperature insulation performance and the safety of the external drive unit connection. Importers of freezer-insert ice-cream makers should ensure their BIS application correctly describes the intended installation and operating environment.

Why This Category Matters

Electric ice-cream machines are a growing home kitchen import in India, particularly as premium home cooking appliances gain popularity. Non-compliance after October 2026 results in import rejection and penalties under the BIS Act, 2016.

Compliance Dates

1st October 2026
General (other than micro and small)
1st January 2027
Small Enterprises
1st April 2027
Micro Enterprises

Key Exemptions

Exemption 01

Export manufacturing

Goods manufactured domestically solely for export are exempt.

Exemption 02

R&D imports

Up to 200 units per year may be imported for R&D without BIS certification, provided they are not sold commercially. Year-wise records must be maintained.

Exemption 03

Existing stock

Declared stock held by a BIS-certified manufacturer (or one who has applied) may be sold for up to six months from the implementation date, subject to a declaration to BIS.

Conclusion

Electric ice-cream machines — including freezer-insert models — are explicitly listed under QCO 2026. Importers must ensure their BIS application correctly describes the product’s intended operating environment and initiate applications ahead of the October 2026 deadline.

The QCO Is Notified — Uncertainty Has a Cost

The Electrical Appliances QCO introduces strict requirements for electric ice-cream machines. Companies that have not yet conducted a formal applicability assessment are operating with regulatory uncertainty that carries real commercial and legal risk.
