BIS Certification for Electric Can Openers under QCO 2026

Electric can openers — used for automatically opening metal food cans — are covered under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 — commonly referred to as QCO 2026. BIS certification is mandatory for all electric can openers before they can be sold or imported in India.

Covered Products

Electric Can Openers
Electric Food Processors (related kitchen appliance category)

Applicable Indian Standard

IS 302 (Part 1): 2024 — Household and Similar Electrical Appliances — Safety: Part 1 General Requirements (technically equivalent to IEC 60335-1: 2020).

Key Requirements Under Scheme-I

BIS licence under Scheme-I mandatory before any sale or import
Product testing at a BIS-recognised laboratory against IS 302 (Part 1): 2024
Factory inspection and audit by BIS
ISI marking required on every certified unit
Ongoing surveillance audits to maintain licence validity

Cutting Blade Access

Electric can openers use a rotating cutting wheel that contacts the lid edge of the can. BIS testing evaluates protection against accidental blade contact during operation, motor protection, and insulation performance. While this is a relatively low-risk product category, the cutting mechanism must meet the blade access protection requirements under IS 302. Importers should confirm compliance before formal BIS submission.

Why This Category Matters

Electric can openers are a standard kitchen convenience appliance imported from Asian markets. With QCO 2026 bringing them under mandatory BIS certification, importers must obtain the required licence before October 2026 to avoid penalties under the BIS Act, 2016.

Compliance Dates

1st January 2027

Key Exemptions

Exemption 01

Export manufacturing

Goods manufactured domestically solely for export are exempt.

Exemption 02

R&D imports

Up to 200 units per year may be imported for R&D without BIS certification, provided they are not sold commercially. Year-wise records must be maintained.

Exemption 03

Existing stock

Declared stock held by a BIS-certified manufacturer (or one who has applied) may be sold for up to six months from the implementation date, subject to a declaration to BIS.

Conclusion

Electric can openers are explicitly listed under QCO 2026. Importers and manufacturers must obtain BIS certification before the applicable implementation date.
