BIS Certification for Asbestos Cement Pipes, Joints and Fittings for Sewerage and Drainage as per IS 1592:2003 and IS 6908 : 1991
In the realm of infrastructure development, ensuring the quality and safety of construction materials is paramount. Among these materials, asbestos cement pipes play a crucial role in various applications, including sewerage, drainage, and pressure systems. However, to guarantee their reliability and performance, adherence to stringent standards is essential. One such standard is the Bureau of Indian Standards (BIS) certification, which validates the quality and compliance of asbestos cement pipes and fittings. In this article, we delve into the significance of BIS certification for asbestos cement pipes, focusing on two key standards: IS 1592 for pressure pipes and joints, and IS 6908 for sewerage and drainage pipes and fittings.
INDIAN STANDARDS
IS 1592:2003 ASBESTOS CEMENT PRESSURE PIPES AND JOINTS
IS 1592 covers requirements relating to plain ended asbestos cement pipes and joints intended for use under pressure; it defines certain conditions of manufacture, classification, characteristics and acceptance tests applicable to these products. Asbestos cement pressure pipes shall be made from a thorough and homogeneous mixture of asbestos fibre and 33 grade ordinary Portland cement or 43 grade ordinary Portland cement or 53 grade ordinary Portland cement or rapid hardening Portland cement or Portland slag cement or Portland Pozzolana cement or sulphate resisting Portand cement. Pipes are classified into various classes depending on working hydraulic pressure. Bursting, bending, crushing are some of the important requirements specified for this kind of product.
IS 6908:1991 ASBESTOS CEMENT PIPES AND FITTINGS FOR SEWERAGE AND DRAINAGE
IS 6908 covers the requirements for asbestos-cement pipes and fittings suitable for use with gravity flow at atmospheric pressure, intended for sewerage and drainage applications. The pipes shall be made from a thorough and homogeneous mixture of clean asbestos fibre, 33 grade ordinary Portland cement conforming to IS 269 : 1989 or Portland slag cement conforming to IS 455 : 1989 or Portland pozzolana cement conforming to IS 1489 : 1976, and water. Addition of siliceous filler is also permissible. The mixture shall be free from any other loading and organic fibres od any materials liable to cause deterioration in the quality of pipes. The pipes shall be seamless, compact and homogeneous.. Their internal surface shall be regular and smooth. The finished pipes shall be capable of being easily cut or drilled. The internal face between the branch and the parent pipe of junctions shall have a flush and fair finish. The pipes shall be classified according to their crushing strength. The ultimate loads of the three classes are based on a load per unit area of 60 kN/m2 for class 1, 90 kN/m2 for class 2 and 120 kN/m2 for class 3 provided that no crushing load at rupture is less than 15 kN/m2. Hydraulic Pressure Test , Transverse Crushing Strength, Longitudinal Bending Strength, Acid Resistance Test besides nominal diameter and thickness are some of the requirements enunciated in the standard for asbespos pipes
QUALITY CONTROL ORDER (TECHNICAL REGULATION) ISSUED BY THE DEPARTMENT FOR PROMOTION OF INDUSTRY AND INTERNAL TRADE, MINISTRY OF COMMERCE AND INDUSTRY, GOVT. OF INDIA ON 06 MARCH 2024 FOR MANDATORY BIS CERTIFICATION
The DPIIT, Ministry of Commerce & Industry, Govt. of India, has issued an order, making it mandatory for all asbestos pipes as mentioned above to be used in India, whether manufactured in India or imported from foreign countries, shall mandatorily carry the Standard Mark (ISI Mark) of the Bureau of Indian Standards under a valid BIS licence. In short, it has become obligatory for all the manufacturers of asbestos pipes, whether in India or overseas, to immediately apply for BIS licence and obtain a valid BIS certification licence before that the last date of implementation of the order, i.e., 05 September 2024.
BIS CERTIFICATION SCHEME
The BIS Standards, IS 1592 and IS 6908, establishes a comprehensive framework encompassing various quality parameters that asbestos pipes must adhere to. The Bureau of Indian Standards Certification Scheme is a vital framework established by the Indian government to ensure the quality, safety, and reliability of products available in the market. This scheme aims to safeguard consumer interests by setting stringent benchmarks and guidelines that products must meet before they can be deemed compliant. BIS certification covers a wide range of industries and products, encompassing the entire gamut of industrial and manufacturing activity. Various steps involved in the BIS Certification process are enumerated below:
- Standard Identification: Manufacturers identify the relevant BIS standard that applies to their chosen product category. These standards outline the specific quality, safety, and performance requirements that the product must meet.
- Application Submission: Manufacturers submit an application for BIS certification to the Bureau of Indian Standards (BIS), providing details about the product, its specifications, and the desired certification mark.
- Factory Inspection: BIS conducts an inspection of the manufacturer’s production facility to assess the quality control processes, infrastructure, and adherence to relevant standards.
- Sample Testing: BIS collects samples of the product from the manufacturer for testing in authorized BIS laboratories or recognized testing centers. These tests evaluate various parameters specified by the BIS standard.
- Certification Decision: Based on the satisfactory test results and compliance with standards, BIS decides whether to grant certification to the product. If approved, the manufacturer is issued a BIS certification license.
- Regular Monitoring: BIS monitors the manufacturing process of certified products through periodic audits and market surveillance to ensure ongoing compliance with quality control processes and standards.
