Case Study
Dual Regulatory Oversight

BIS Certification for Refillable Seamless Steel Gas Cylinders: Zhejiang Jindun (China)

A technically intensive and regulatory-sensitive assignment involving parallel coordination with BIS and PESO, driven by real-time factory-level execution under joint inspection conditions.

M/s Zhejiang Jindun Fire Fighting Equipment Co., Ltd., China is a prominent global manufacturer. The certification of their high-pressure seamless gas cylinders required strict compliance not only with Indian Standards but also with PESO regulations governing safety-critical pressure equipment.

To obtain BIS certification for Refillable Seamless Steel Gas Cylinders under IS 7285 (Part 1). This encompassed design approval, prototype manufacturing, and passing a joint inspection by BIS and PESO to comply with Indian marking and regulatory requirements.

Navigating Dual Regulations and Live Production Pressures

The project presented several practical and technical challenges, particularly at the factory execution stage:

Critical hurdles faced during the project:

Prototype Manufacturing: Limited clarity on manufacturing the prototype batch under joint BIS & PESO supervision created operational uncertainty.

In-Process Bottlenecks: Difficulties in ensuring consistency and accuracy during hardness testing in live production.

Tooling & Fixtures: Challenges in designing and fabricating necessary jigs and fixtures for in-process testing.

Time-Critical Execution: Manufacturing, testing, and inspection had to conclude within a highly compressed time window during the joint visit.

Adding to the complexity was the need for precise product marking compliance as per both IS 7285 and PESO Gas Cylinder Rules, as well as an initial rejection notice that required immediate technical intervention.

End-to-End Regulatory, Technical, and Execution Support

Omega QMS provided hands-on and strategic direction throughout the project, ensuring seamless alignment between regulatory expectations and factory preparedness.

1

Technical Alignment & Design Validation

Preparation of design calculations and drawings in line with stringent BIS and PESO expectations. This required detailed technical interpretation and structured submissions to reverse an early rejection notice.

Strategic Response

Handled technical queries, crafted detailed responses, and strategically managed the rejection notice.

Engineering Validation

Ensured design calculations and manufacturing details completely aligned with Indian Standards.

2

Parallel Regulatory Liaison

Omega QMS took charge of the end-to-end management of the BIS application while simultaneously executing direct engagement with the PESO Office in Nagpur for immediate issue resolution.

3

Preparatory Audits & Factory Readiness

To mitigate operational uncertainty, Omega QMS conducted preparatory factory audits prior to the joint inspection, directly guiding the factory floor on exact expectations.

Batch Production

Guided the factory on seamless prototype batch production.

Quality Control

Established strict process controls and in-process testing methods.

Tooling

Advised on necessary jigs and fixtures needed for compliance.

4

Joint Inspection Execution

Provided critical on-ground planning and execution support during the high-pressure joint BIS-PESO inspection.
