Key Amendments:
Exemption for MSMEs:
- Enterprises registered on the Udyam portal under the Ministry of Micro, Small and Medium Enterprises (MSME) are exempted from the Order for two years.
- The exemption applies if:
- Investment in plant and machinery or equipment at original cost is ≤ ₹25 lakh.
- Turnover for the previous financial year does not exceed ₹2 crore, certified by a Chartered Accountant.
- Exemption for R&D Imports:
Manufacturers of laboratory glassware are allowed to import up to 200 goods or articles per year for research and development purposes.
- Conditions for exemption:
- The imported goods/articles must not be sold commercially.
- They may only be disposed of as scrap.
- A year-wise record of the goods/articles must be maintained and furnished to the Central Government.
This amendment aims to support smaller enterprises and encourage research and development activities while maintaining quality control standards for laboratory glassware. The relaxation of compliance for MSMEs and R&D imports helps reduce regulatory burden and promotes innovation.
