MeitY Brings Smartphone Glass Screen Protectors Under Mandatory BIS Certification from 1 April 2027

The Ministry of Electronics and Information Technology (MeitY) has expanded India’s mandatory BIS registration framework to cover screen protectors for smartphones. Under the latest amendment to the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, glass screen protectors for smartphones will be required to conform to IS 19348:2025 and comply with the applicable BIS registration requirements from 1 April 2027.

The amendment has been notified through S.O. 5190(E), F. No. W-47/8/2023-IPHW, dated 21 September 2026, issued by MeitY. The notification adds “Screen Protectors for smartphones” as Serial No. 66 in the Schedule to the Compulsory Registration Order.

BIS Certification for Smartphone Screen Protectors

The amendment brings smartphone screen protectors within the scope of the Electronics and Information Technology Goods (Requirement of Compulsory Registration) Order, 2021, commonly referred to as the BIS Compulsory Registration framework for covered electronics and IT products.

From 1 April 2027, the provisions of the Order will apply to the newly added product category for conformity with IS 19348:2025. Accordingly, manufacturers and importers dealing with covered smartphone screen protectors will need to plan for BIS registration and conformity with the specified Indian Standard before the compliance date.

The Gazette notification does not set out the technical requirements of IS 19348:2025 itself; rather, it identifies the Standard that the covered products must conform to under the amended compulsory registration framework.

Businesses should therefore review the applicable standard, determine the testing and documentation requirements, and assess whether their existing products and manufacturing processes meet the relevant specifications.

Compliance Deadline: 1 April 2027

The new requirement will become applicable from 1 April 2027.

With the notification dated 21 September 2026, businesses have a little over six months to prepare for the new compliance requirement.

This preparation period may be used to:

1. Identify all smartphone screen protector products falling within the new category.

Impact on Importers and Overseas Manufacturers

The amendment is particularly relevant for companies importing smartphone glass screen protectors into India.

Importers should engage with their overseas manufacturing partners early to determine whether the products can meet IS 19348:2025 and whether the manufacturer is prepared to support the BIS registration process.
