CBIC Confirms Six-Month Extension of TV BIS Compliance Deadline to 26 January 2027
The Central Board of Indirect Taxes & Customs (CBIC) has formally communicated a six-month extension to the compliance timeline for Television Sets under IS 18112:2022, moving the applicable deadline from 26 July 2026 to 26 January 2027.
The extension, notified by the Ministry of Electronics and Information Technology (MeitY) through Notification S.O. 4182(E), has been communicated to Customs field formations through CBIC Instruction No. 14/2026-Customs dated 7 August 2026.
The change is particularly relevant for manufacturers and importers of Television Sets covered under the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021, as it provides additional time to complete the applicable BIS compliance process.
Importantly, the extension does not remove or change the underlying BIS registration/certification requirement or the IS 18112:2022 safety standard. It changes only the date from which the implementation requirement takes effect.
Background: BIS Compliance for Television Sets
Television Sets are listed at Sl. No. 64 of the Schedule to the Electronics and Information Technology Goods (Requirements for Compulsory Registration) Order, 2021.
Under MeitY Notification S.O. 1929(E) dated 26 April 2023, compliance with IS 18112:2022 for Television Sets was originally scheduled to become mandatory from 26 July 2026.
The latest MeitY notification, S.O. 4182(E), has now extended this implementation timeline by six months.
Revised TV BIS Compliance Deadline
| Particular | Earlier Deadline | Revised Deadline |
|---|---|---|
| Mandatory compliance with IS 18112:2022 | 26 July 2026 | 26 January 2027 |
| Applicable product | Television Sets | Television Sets |
| Governing framework | Compulsory Registration Order, 2021 | Compulsory Registration Order, 2021 |
| Safety standard | IS 18112:2022 | IS 18112:2022 — unchanged |
The revised deadline is therefore 26 January 2027.
What Has Changed?
1. TV BIS Compliance Deadline Extended by Six Months
The key change is the extension of the implementation date for Television Sets.
Compliance with IS 18112:2022, which was previously scheduled to take effect from 26 July 2026, is now required from 26 January 2027.
This gives affected manufacturers and importers an additional six months to complete the necessary compliance activities.
2. The Underlying BIS Requirement Remains Unchanged
The extension does not mean that Television Sets are exempt from BIS requirements.
The underlying requirement to comply with IS 18112:2022 under the Compulsory Registration Order, 2021 remains in place.
Only the implementation date has been moved from July 2026 to January 2027.
Therefore, businesses should treat 26 January 2027 as the revised compliance deadline rather than as a relaxation or removal of the certification requirement.
3. CBIC Directs Customs Field Formations to Align With the Revised Timeline
CBIC has instructed the relevant Customs authorities and field formations to sensitize officers under their jurisdiction regarding the revised implementation timeline.
The instruction has been circulated to senior Customs authorities and other relevant formations under CBIC to ensure awareness of the extended date.
This Customs-side communication is significant because it provides an official implementation reference for the revised timeline at the field level.
Who Is Affected by the Extension?
The revised deadline is relevant to manufacturers and importers of Television Sets covered by the Compulsory Registration Order, 2021 and subject to compliance with IS 18112:2022.
Businesses that had been working toward the original July 2026 deadline now have additional time to complete their compliance activities.
The extension may be particularly useful for companies dealing with:
- Pending BIS testing
- Certification or registration activities
- Laboratory testing schedules
- Product compliance reviews
- Labelling or marking changes
- Import planning around the revised implementation date
The extension provides affected businesses with additional time to complete testing, certification and related compliance activities before the revised deadline.
What Does the Extension Mean for Television Set Importers?
For importers, the revised date is particularly relevant when planning future shipments and product launches.
Businesses that had previously planned for mandatory compliance from 26 July 2026 should now update their internal compliance calendars and import planning to reflect the new date of 26 January 2027.
At the same time, companies should not interpret the extension as eliminating the need for BIS registration.
The BIS compliance requirement remains applicable; businesses simply have additional time before the revised implementation date takes effect.
What Should Manufacturers and Importers Do Now?
The six-month extension provides additional time, but businesses should use this period proactively rather than wait until January 2027.
1. Review Existing BIS Compliance Status
Manufacturers and importers should determine whether their Television Sets have already completed the applicable BIS registration/certification process under IS 18112:2022.
2. Complete Pending Testing and Certification
Companies with testing or certification activities still pending should use the additional period to complete them before the revised deadline.
This is particularly relevant for businesses that had encountered testing laboratory or certification backlogs under the original timeline.
3. Review Product and Labelling Requirements
Businesses should review whether their product documentation, labels and other compliance information are aligned with the applicable BIS requirements before the revised implementation date.
4. Update Import and Procurement Planning
Companies that had planned imports or procurement schedules around the earlier July 2026 deadline should revise their internal compliance and shipment calendars to reflect 26 January 2027.
5. Continue Monitoring MeitY and BIS Updates
Although the current notification extends the timeline to January 2027, businesses should continue monitoring official communications from MeitY, BIS and CBIC for any subsequent developments.
Does the Extension Apply to Other Products?
No.
The CBIC instruction specifically concerns the implementation timeline for Television Sets under IS 18112:2022.
The uploaded regulatory update also confirms that no other product category under the Compulsory Registration Order, 2021 is affected by this specific extension.
Therefore, manufacturers and importers of other products covered under the Compulsory Registration Order should continue to follow their respective applicable compliance timelines.
Businesses That Already Completed BIS Certification
Companies that completed their applicable BIS certification/registration before the original July 2026 date are not adversely affected by the extension.
They can continue operating under their existing certified compliance position.
The extension is therefore primarily relevant to businesses that were still preparing for compliance with IS 18112:2022 or had structured their certification activities around the original implementation deadline.
