BIS Certification for Toilet Appliances under QCO 2026

Toilet appliances — electrically powered devices associated with toilet installations, including electronic bidet seats, washlet-type toilet seats with integrated electrical functions, and similar sanitary appliances — are covered under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 — commonly referred to as QCO 2026. BIS certification is mandatory for all such appliances before they can be sold or imported in India.

Covered Products

Toilet Appliances

Applicable Indian Standard

IS 302 (Part 1): 2024 — Household and Similar Electrical Appliances — Safety: Part 1 General Requirements (technically equivalent to IEC 60335-1: 2020).

Key Requirements Under Scheme-I

BIS licence under Scheme-I mandatory before any sale or import
Product testing at a BIS-recognised laboratory against IS 302 (Part 1): 2024
Factory inspection and audit by BIS
ISI marking required on every certified unit
Ongoing surveillance audits to maintain licence validity

Bathroom Electrical Safety

Toilet appliances such as electronic bidet seats combine electrical heating and water jet systems with permanent installation in a bathroom environment. BIS testing under IS 302 applies stringent leakage current limits and earthing requirements for appliances used in locations where the user may be in simultaneous contact with water and the appliance. Products must also meet shock protection requirements for situations where internal water handling components fail. This is a technically complex category — importers should allow additional time for testing and documentation.

Why This Category Matters

Electronic bidet seats and smart toilet appliances are a growing import category in India’s premium residential, hospitality, and healthcare segments. Non-compliance after October 2026 results in import rejection and penalties under the BIS Act, 2016.

Compliance Dates

1st January 2027

1st April 2027

Key Exemptions

Exemption 01

Export manufacturing

Goods manufactured domestically solely for export are exempt.

Exemption 02

R&D imports

Up to 200 units per year may be imported for R&D without BIS certification, provided they are not sold commercially. Year-wise records must be maintained.

Exemption 03

Existing stock

Declared stock held by a BIS-certified manufacturer (or one who has applied) may be sold for up to six months from the implementation date, subject to a declaration to BIS.

Conclusion

Toilet appliances are explicitly listed under QCO 2026. The complex bathroom electrical safety requirements for this category mean importers should begin the BIS application process significantly in advance of the October 2026 deadline.
