BIS Certification for Low Speed Food Grinding Machines under QCO 2026

Low speed food grinding machines — commonly known as wet grinders, used for grinding soaked lentils and rice into batter for idli, dosa, and other South Indian dishes — are covered under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 — commonly referred to as QCO 2026. BIS certification is mandatory for all such appliances before they can be sold or imported in India.

Covered Products

Low Speed Food Grinding Machines
Electric Grain Grinders up to 3L hopper capacity (related category)
Electric Food Processors (related category)

Applicable Indian Standard

IS 302 (Part 1): 2024 — Household and Similar Electrical Appliances — Safety: Part 1 General Requirements (technically equivalent to IEC 60335-1: 2020).

Key Requirements Under Scheme-I

BIS licence under Scheme-I mandatory before any sale or import
Product testing at a BIS-recognised laboratory against IS 302 (Part 1): 2024
Factory inspection and audit by BIS
ISI marking required on every certified unit
Ongoing surveillance audits to maintain licence validity

Wet Grinding Safety

Low speed wet grinders operate with water and wet food material in direct contact with the grinding mechanism. This creates elevated electrical leakage risk compared to dry food processors. BIS testing under IS 302 evaluates earthing continuity, insulation resistance under wet conditions, and motor protection. Domestic wet grinder manufacturers — many of whom are small or micro enterprises — should note their compliance deadlines carefully and begin the BIS application process early.

Why This Category Matters

Wet grinders are widely manufactured in India and are a staple kitchen appliance across South Indian households and food businesses. Both domestic manufacturers and importers are within the scope of QCO 2026. Many domestic manufacturers in this segment are small or micro enterprises and have extended deadlines, but should not delay compliance planning.

Compliance Dates

1st October 2026
General (other than micro and small)
1st January 2027
Small Enterprises
1st April 2027
Micro Enterprises

Key Exemptions

Exemption 01

Export manufacturing

Goods manufactured domestically solely for export are exempt.

Exemption 02

R&D imports

Up to 200 units per year may be imported for R&D without BIS certification, provided they are not sold commercially. Year-wise records must be maintained.

Exemption 03

Existing stock

Declared stock held by a BIS-certified manufacturer (or one who has applied) may be sold for up to six months from the implementation date, subject to a declaration to BIS.

Conclusion

Low speed food grinding machines are clearly listed under QCO 2026. Both domestic manufacturers and importers must ensure BIS certification is in place before their applicable implementation date. Wet-condition electrical safety validation is a key pre-testing requirement for this category.
