BIS Certification for Battery-Operated Shavers, Trimmers and Clippers under QCO 2026
Battery-operated and DC-supplied shavers, trimmers, and hair clippers are explicitly listed as a separate covered category under the Safety of Household, Commercial and Similar Electrical Appliances (Quality Control) Order, 2026 — commonly referred to as QCO 2026. BIS certification is mandatory for all such appliances before they can be sold or imported in India. A BIS licence for a mains-powered shaver does not automatically cover the battery-operated equivalent.

Critical Note
Charging Circuit Safety
Battery-operated grooming appliances incorporate lithium-ion battery packs with integrated charging circuits. BIS testing under IS 302 evaluates charging circuit safety, battery protection against overcharge and short circuit, and thermal behaviour during charging. Products imported with non-compliant charging adapters or inadequate battery management systems are at high risk of testing failures. Importers should verify charging circuit compliance before formal BIS submission.
Market Context
Why This Category Matters
Battery-operated trimmers and shavers are among the highest-volume grooming appliance imports in India, traded extensively across e-commerce platforms. QCO 2026 Item 85 explicitly covers this category. Importers who have not yet obtained BIS certification for their cordless grooming products must act immediately to avoid import bans and penalties under the BIS Act, 2016 after October 2026.

Key Exemptions
Exemption 01
Export manufacturing
Goods manufactured domestically solely for export are exempt.
Exemption 02
R&D imports
Up to 200 units per year may be imported for R&D without BIS certification, provided they are not sold commercially. Year-wise records must be maintained.

Existing stock
Declared stock held by a BIS-certified manufacturer (or one who has applied) may be sold for up to six months from the implementation date, subject to a declaration to BIS.
Bottom Line
Conclusion
Battery-operated shavers, trimmers, and clippers are explicitly listed under QCO 2026 as Item 85. Importers must obtain a separately scoped BIS licence for their DC/battery-operated grooming products and must not assume coverage under any existing mains-powered product licence.
